There are several ways to communicate. The soldiers have access to phones and can call using AT&T phone cards. Be sure send them card with at least 500 minutes because the exchange rate is horrible. Cards with 120 minutes only get you about 8 minutes. Cards with 1200 minutes can be pruchased at Sam's Club for approx $45.

The internet is also a great way to communicate if the soldier has access to a computer. I don't know how often most of them have access to this luxury.

The soldiers can also purchase IRAQNA phones and buy phone cards from local dealers in Iraq. You can purchase minutes to call them. Two sites/companies worth checking out are Tel3-Advantage.com and uniontelecard.com. The cost per minute is 34 and 40 cents respectively.
